The site is planned for a new townhome community called Townes at Avian, with homes expected to range from 1,600 to 1,700 square feet and prices around $400,000.

The transaction comes as Palm Beach County continues to attract developers seeking opportunities outside Miami’s more mature and expensive markets. However, the expansion also reflects the challenge facing builders: acquiring land at prices that allow new housing to remain accessible while accounting for rising construction, financing and operating costs.

The Public Assumption: More Construction Automatically Improves Affordability

A common assumption is that additional housing supply will naturally solve affordability problems. While new construction can increase available inventory, the economic outcome depends on the cost structure behind each project, including land acquisition, infrastructure, labor, materials and financing conditions.

The Riviera Beach project illustrates this tension. A land cost of nearly $200,000 per lot creates a significant foundation cost before construction begins. Even with smaller townhome formats, developers must balance buyer affordability with the requirement to recover land and development expenses.

The Economic Breakdown: Land Costs and Household Purchasing Power

The planned Townes at Avian homes are expected to be priced around $400,000, placing them below many newly built single-family homes in coastal South Florida markets. However, affordability remains a challenge across the region. Florida Realtors data has shown that major South Florida markets continue to experience a gap between household incomes and home prices, with Miami-Fort Lauderdale-West Palm Beach among the least aligned markets between available listings and local purchasing power.

Higher mortgage rates have added another layer of pressure. A home priced at $400,000 may appear more accessible than luxury inventory, but monthly payments remain highly sensitive to interest rates, insurance premiums and property taxes. These recurring costs influence whether potential buyers can qualify, not just whether a property’s headline price appears lower.

The opportunity cost of land is also significant. Developers choosing Riviera Beach are competing against alternative uses for the same parcels, including rental communities, commercial projects and higher-density residential developments. The decision to build townhomes reflects an assessment that demand exists for this specific housing segment.

Inland and suburban areas such as Riviera Beach, West Palm Beach’s surrounding communities and other Palm Beach County locations operate under different conditions. Buyers are generally more sensitive to monthly affordability, making smaller homes and townhome developments a larger part of the supply equation.

The distinction between property types is also important. Single-family homes typically carry higher land costs, while townhomes can spread infrastructure and land expenses across more units. Condominiums and rental developments introduce different financial considerations, including association structures, maintenance responsibilities and operating costs.

The Hidden Picture: Insurance, Fees and Long-Term Ownership Costs

Florida development economics extend beyond the purchase price. Insurance remains a significant factor, particularly in coastal counties exposed to hurricane risk. Although market conditions have shown improvement, insurance remains a major component of household expenses and developer underwriting.

Townhome buyers must also consider property taxes, maintenance obligations and potential community association fees. While these costs are often lower than some condominium structures, they still influence monthly affordability.

Dream Finders Homes’ Palm Beach County expansion highlights the continuing search for housing formats between luxury real estate and traditional single-family ownership.
