SKN | FHFA Mortgage Insurance Outreach Could Reduce Monthly Costs for Some Homeowners

October 4, 2026 •

FHFA is expanding Fannie Mae’s policy to allow mortgage servicers to proactively contact borrowers who may qualify to cancel private mortgage insurance.

The change could help eligible homeowners reduce monthly housing costs when rising home values or lower loan balances have increased their equity.

PMI cancellation is not automatic, and borrowers may still face qualification requirements and appraisal costs before the insurance expense can be removed.

The Public Assumption

Private mortgage insurance is often viewed as a temporary cost attached to low-down-payment mortgages. Borrowers who put less than 20% down on a conventional loan commonly pay PMI, with the expectation that the expense can eventually disappear as their equity position improves.

The policy change announced by the Federal Housing Finance Agency could make that process more visible. Fannie Mae will allow mortgage companies to contact borrowers who may qualify to cancel PMI, following a similar approach already permitted under Freddie Mac.

Previously, Fannie Mae restricted this type of proactive outreach, meaning borrowers generally had to raise the issue themselves. The change therefore addresses an information gap rather than creating a new right to automatic cancellation.

The Economic Breakdown

The potential financial benefit is straightforward: removing PMI can reduce a homeowner’s monthly mortgage expense without refinancing the underlying loan. For households facing elevated housing costs, even a relatively modest reduction in monthly payments can improve cash flow.

The important question is whether the borrower actually qualifies. Rising home prices can increase equity, while regular principal payments can reduce the outstanding loan balance. But neither factor by itself guarantees that PMI can be removed.

According to Todd Bitter of NEXA Lending, loan terms commonly require borrowers seeking cancellation based on a new appraisal to have a history of 24 months of on-time payments. An appraisal may then be required to establish the property’s current value, with Bitter estimating a typical cost of roughly $500 to $700 depending on the market.

That creates a simple economic calculation. If PMI savings are substantial and expected to continue for years, paying for an appraisal could make financial sense. If the remaining PMI period is short, however, the upfront cost may reduce the benefit.

The Hidden Picture

The larger issue is that homeowners do not always have a clear view of how their equity has changed. A property may have appreciated significantly, but homeowners may not know whether the increase is sufficient to satisfy their lender’s requirements.

The outreach policy could therefore improve awareness, but it does not eliminate the need for verification. Borrowers still have to meet the applicable requirements, and the property’s valuation may become a central part of the process.

There is also an important distinction between eliminating PMI and lowering the overall cost of homeownership. Property taxes, homeowners insurance, maintenance, HOA expenses where applicable, and the underlying mortgage payment remain. Removing PMI can improve monthly cash flow, but it does not fundamentally change those other housing costs.

The National Association of Realtors welcomed the policy, arguing that eligible homeowners could redirect the savings toward debt reduction, home improvements, savings, or another home purchase. Those uses are possible, but their financial impact depends on each household’s broader balance sheet.

Closing

If a homeowner’s equity has increased substantially since the original mortgage was issued, the more important question may no longer be whether the home has appreciated—but whether the owner is still paying for mortgage insurance that the current loan economics no longer require.
