Southwest Florida followed closely behind Tampa, issuing 1,652 residential permits with a total construction value of approximately $608.8 million.

Lee County led the region with 497 permits valued at $153.4 million, while Manatee County generated 463 permits totaling $113.8 million.

The region’s relatively high average permit value of approximately $368,500 reflects continued demand for higher-end housing products while maintaining strong overall development activity.

Orlando Market Balances Growth and Costs

The Orlando region posted 1,214 residential permits during May, representing nearly $479.3 million in construction activity and an average permit value approaching $395,000.

Orange County generated 315 permits with a total value of $116.5 million, while Lake County recorded 302 permits worth approximately $93.4 million.

The region continues to benefit from population growth and economic expansion, although rising land, labor, and material costs continue to influence construction pricing throughout Central Florida.

Jacksonville Highlights Affordability Opportunities

Jacksonville surpassed the 1,000-permit threshold during May, recording 1,001 residential permits with a total value of approximately $304.7 million.

The region posted the lowest average permit value among Florida’s major markets at roughly $304,400 per permit, reflecting a greater emphasis on affordability and scalable residential development.

The lower construction costs may help support housing accessibility compared with higher-priced metropolitan regions across the state.

Southeast Florida Remains Luxury-Oriented

Although Southeast Florida recorded fewer permits than other regions, it continued to lead the state in construction values.

The region issued 814 residential permits with a total construction value of approximately $424.9 million. Its average permit value of nearly $522,000 was the highest in Florida, highlighting the area’s concentration of luxury residential development.

The market continues to attract affluent domestic and international buyers, supporting demand for premium housing products despite broader affordability concerns.
